Background
Sustainable empowerment of women, girls, and young people requires more than community interventions; it demands policies grounded in lived realities and credible evidence. The Research and Policy Advocacy Programme of GEM-GHANA exists to bridge the persistent gap between grassroots experiences and decision-making spaces where laws, budgets, and public priorities are determined.
Across many underserved communities, critical issues such as gender-based violence, child protection, adolescent health, education inequality, and digital safety remain insufficiently reflected in policy responses. Civil society actors and community voices often lack structured opportunities, technical capacity, and evidence platforms to influence governance processes effectively.
GEM-GHANA therefore provides technical and advocacy support to organised civil society actors — including community-based organisations, youth groups, women's associations, educators, and media actors — as well as emerging civic voices operating through digital platforms and community activism. By strengthening evidence generation and civic participation, the programme ensures that policy discussions reflect the needs of those most affected.
